STARTnet is the official online platform that provides information on both artists and artworks, selected through the Global Eye Programme. The Global Eye Programme, created by PCA (Parallel Contemporary Art) and Saatchi Gallery, has the intent to increase awareness and appreciation of the emerging Asian artists. Seoul based company ARTWA Co.,Ltd. holds the rights to run STARTnet in Korea.

Parallel Contemporary Art (PCA) was founded in 2008 by David Ciclitira, Chairman of Love Company Group, and Serenella Ciclitira, an Honorary Fellow of the Royal College of Art. PCA, partnered with Saatchi gallery, created the Global Eye Programme that promotes and nurtures talented emerging Asian artists.
